HAZWOPER Emergency Response Operations
What It Is
The core federal standard governing hazmat emergency response training. Paragraph (q) specifically covers emergency response to hazardous substance releases.
Requires
Defines five responder levels (Awareness, Operations, Technician, Specialist, Incident Commander). Technician level requires a minimum of 24 hours at Operations level plus additional competencies.
Applies To
Any employer whose workers respond to hazardous substance releases — hazmat teams, fire departments, industrial emergency response teams.

Hazmat Technician Training Competencies
What It Is
The subsection defining what a hazmat technician must be trained to do — performance-based competencies, not just classroom hours.
Requires
Technicians must be trained to approach a release using specialized PPE and control methods. Covers hazard and risk assessment, hazard control, PPE use, decontamination, and emergency procedures.
Applies To
All hazmat technicians. This is the baseline your drills are designed to maintain.

Annual Refresher Training Requirement
What It Is
The mandatory annual refresher requirement for hazmat technicians — the legal basis for maintaining a recurring training program.
Requires
Employees trained under (q)(6) must receive annual refresher training "of sufficient content and duration to maintain their competencies, or shall demonstrate competency in those areas at least yearly." No minimum duration is prescribed — adequacy is based on demonstrated competency.
Applies To
All hazmat technicians and emergency response personnel.

Air Monitoring Program
What It Is
Requires employers to implement an air monitoring program to identify and quantify airborne contaminants and ensure proper PPE selection.
Requires
Monitoring must be performed before and during hazmat operations. Results drive PPE selection and zone establishment decisions.
Applies To
All hazmat operations involving potential inhalation hazards.

Decontamination
What It Is
Establishes decontamination procedure requirements during hazmat operations.
Requires
A decontamination procedure must be developed and implemented before any employee enters a potentially contaminated area. All personnel and equipment leaving a contaminated area must be decontaminated.
Applies To
All hazmat operations involving potential contamination of personnel or equipment.

NFPA — National Fire Protection Association
NFPA 470 (2022)
Hazardous Materials/WMD Standard for Responders
What It Is
Created in 2022 by consolidating NFPA 472, 473, and 1072 into one document. The single NFPA standard for hazmat responder training competencies. Uses "shall" language — mandatory where adopted by AHJ. Next edition scheduled for 2027.
Requires
Defines competencies for Awareness, Operations, Technician, and Incident Commander levels. Chapter 11 contains Mission-Specific Competencies including radiological monitoring, atmospheric sampling, product control, decontamination, and victim rescue.
Applies To
Hazmat responders at all levels. Technician competencies are the primary target of this training program.

NFPA 470 (2022) — Chapter 11
Mission-Specific Competencies (JPRs)
What It Is
The chapter defining Job Performance Requirements for specific hazmat skills beyond the core technician level — the tasks your team must be able to demonstrate.
Requires
Competencies include: radiological monitoring, atmospheric sampling, victim rescue, product control, evidence preservation, and decontamination. Each JPR describes the condition, task, and evaluation criteria.
Applies To
Hazmat technicians performing mission-specific functions.

NFPA 475 (2022)
Recommended Practice for Organizing, Managing, and Sustaining a Hazmat/WMD Response Program
What It Is
Companion to NFPA 470. Uses "should" language — a recommended practice, not a mandate. Covers how to build, manage, and sustain a hazmat program at the organizational level.
Requires
Guidance on program structure, SOPs, resource management, training documentation, after action reviews, and inter-agency coordination. Section 9.13 addresses training records maintenance.
Applies To
Company officers, hazmat coordinators, and program managers responsible for sustaining a hazmat response capability.

Section 3
DOT — Department of Transportation

DOT Hazmat Transportation Training Requirements
What It Is
The DOT training standard for hazmat employees involved in the transportation of hazardous materials in commerce — drivers, shippers, handlers, and packaging staff. Requires recurrent training every 3 years.
Requires
General awareness, function-specific, safety, and security awareness training. Requires testing and recordkeeping.
IMPORTANT: This governs transportation functions — it is NOT the primary training requirement for emergency responders. OSHA 1910.120(q) and NFPA 470 govern emergency response training.
Applies To
Hazmat employees who transport, load, unload, or handle hazmat in commerce. May apply to your department if members perform transportation functions. Verify with your AHJ.
